Pet Owner:		Pet owners can add pets, choose make them available for editing their vaccination details by their chosen vetrinary clinics, choose to have their details displayed to their chosen broarding facility, and choose to have their pet available for public search.
Veterinary Clinic:		Veterinary clinics can view details about pets for customers who have authorized this, and can edit the vaccination details for these pets.
Boarding Facility:		Boarding Facilities can view details about pets for customers who have authorized this, and can view the vaccination details for these pets.
